The invention relates to packaging technology. The essence of the process is the spraying of the bitumen directly onto a polymeric foil (6) which is fed continuously onto a conveyor (1) at a speed which is higher than the speed of movement of the conveyor (1). The conveyor (1) has cells (2), in which the slabs (12) form, and two successive slabs consisting of a pair of adjacent cells (2) are respectively folded together to form a block (11). The apparatus contains a compressed-air bitumen sprayer (3) arranged under a bitumen conduit (4) coaxially with the latter. The foil-feed device (5) is installed above the conveyor (1) in front of the compressed-air sprayer (3), and the device (10) for folding the slabs together to form a block constitutes a ram which is arranged under the discharge portion of the conveyor (1), with the possibility of a to-and-fro movement through a gap of the inclined part of a receiving platform (13).
