PURPOSE:To easily grasp the state of a virtual circuit by the user by displaying a terminal equipment preparation unfinished signal by an operation-side terminal equipment in case of turning-off and time-over of a ready signal. CONSTITUTION:In sending a connection set item from an operation-side terminal equipment to an opposite-side terminal equipment in the idle state, when a ready signal DTR of an opposite terminal equipment is checked and a terminal is started. When a signal DTR is set while the count of the timer is not over, the virtual circuit is transmitted to the command state at that point of time. When time-over takes place with the ready signal kept off, a communication controller of the operation terminal equipment generates a terminal equipment state display signal. The state display is, e.g., a terminal equipment preparation unfinished display. Thus, the user grasps easily the state of the virtual circuit.
