PURPOSE:To maintain the floating force constant, by providing an air bag of bellows structure which is telescopable vertically and having closed upper end and open bottom, an outer frame for inserting the air bag liftably/lowerably in vertical direction and a stopper fixed to a horizontal annular metal at the lower end of the air bag such that it can bite the side frame of the outer frame. CONSTITUTION:Since an air bag 1 has a vertically telescopable bellows structure, the volume thereof can be regulated freely when refloating of a sunken matter is started. Since an opening is made through the bottom of the air bag 1, excessive air can be released therethrough thereby the volume of the air bag 1 can be made constant during refloating work of a sunken matter. Consequently, the floating force and the floating speed are made constant, resulting in a safe and economic refloating device.
