PURPOSE:To speedily measure an accurate water content by putting a sample between a couple of electrodes, controlling the electrode distance according to the weight of the sample and adjusting the volume of the ample, and taking a measurement while making the sample density constant. CONSTITUTION:When the water content is measured, the lid plate of a sampling box 3 is opened firstly and a proper amount of the samples S such as tea leaves is put in the box. Then the lid plate is closed and the weight W of the sampled sample S is measured; and a motor M is driven according to the measured weight so that the sample has specific density, thereby putting a movable electrode plate 13b closer to a fixed electrode plate 13a. Then, when the ratio W/d of the sample weight W and electrode distance (d) is set to a value found as specific measurement condition, a high frequency current is conducted between the electrodes 13a and 13b and the electrostatic capacity is measured. The product of the electrostatic capacity and electrode distance (d) is found and multiplication by a proper coefficient of correction is performed based on the product to calculate the water content.
