Pharmaceutical composition for transdermal administration containing at least one biologically active substance in a liquid medium and containing a carrier to receive the biological substance. The carrier is formed of an absorbent material which is impregnated with a liquid medium which contains at least one biologically active substance and is in the form of a mixture of water, at least one lower alcohol and a surfactant.
