The invention is general-purpose cart for persons to go up and down stairs unlaboriously, safely, and easily with dynamic force. The device comprises a body frame (1); a cargo bay (10), installed on the body frame (1), capable of upraising; a wheel drive shaft (11) supporting the body frame (1) rotatable; two sets of three greased wheels (12,12 ) mounted at equidistances on the same circle and supported for the revolution and rotation of greased wheels (12,12 ) around the wheel drive shaft (11); means for driving wheels with a motor (23) driving the wheel drive shaft (11) for the revolution of greased wheels (12,12 ); means for raising up the loading cart (10); a gear group driven by a motor (23) and turning the wheel driving shaft (11); a capstan shaft (36) drived and rotated in connection to said gear group; a winding reel (39,39 ) combined with a capstan shaft (36); a guiding roller (15,15') and the loading cart (10), which are installed on the topside, having one end of a body; a wire (14,14') that the other end of a body wound on the winding reel (39,39') through the guiding roller. The invention can be also applied to a baby carriage or a cart for transferring a patient in a hospital.
