<p>PROBLEM TO BE SOLVED: To always obtain high quality data independent of changes in a picture by calculating the feature quantity of picture data based on a difference between two frames of picture data, reducing the number of picture elements in picture data at a prescribed conversion rate and encoding the code quantity of a motion vector showing the movement of reduced picture data when the feature quantity exceeds a prescribed threshold. SOLUTION: Picture data D9 is transmitted to a first delay circuit and a scene change detection circuit 11. The first delay circuit delays picture data D9 for a time period while detection is executed by the scene change detection circuit 11 and sends it as picture data D10 to a second delay circuit 3 and to a picture element number conversion part 2 as a picture element number conversion means. The second delay circuit 3 delays picture data D10 for a prescribed time, sends it again to the picture element number conversion part 2 through a switch circuit 4 and to an encoder 5. The picture element number conversion part 2 reduces the number of picture elements in picture data D10 at a prescribed conversion rate.</p> |
