PURPOSE:To surely attain a seal, by constituting a plug member forming its outside diameter smaller than that of a hole opening part further using a mate rial of easily plastically deformed quality and plastically deforming the plug member after it is inserted into the hole opening part. CONSTITUTION:An oil hole 11 forms its point end opening part 11a in a diameter larger than that of a hole internal part, and a lug member 22 is constituted forming its diameter D1 smaller than a hole bore D2 of the opening part 11a further using a material of easy plastic deformation quality. When the oil hole 11 is sealed, plastic deformation of the plug member 22 is generated by inserting it into the opening part 11a to be pressed by a punch 23. In this way, the generation of a burr and prying or the like can be prevented by easily mounting the plug member 22, further the hole 11 can be surely sealed preventing the member of a shaft 9 from deforming its contour.
