PROBLEM TO BE SOLVED: To easily and securely update the contents of data included in a stream with a given period in the vicinity of a change point and to update the change point itself. SOLUTION: A period information database generation part 11 generates a period information database including at least 1st data included in a 1st transport stream in a given period and 2nd data showing information regarding the time of the 1st data. A period information database update part 12 modifies the contents of the 1st data and 2nd data to update the period information database. A transport stream processing part 12 processes a 2nd transport stream according to the updated contents of the period information database.
