<p>PURPOSE:To eliminate the need for calculation of a thinned-out picture element and to reduce the deterioration in picture quality by applying sub-Nyquist sam pling or sampling to each component signal obtained from a photodetector of a camera. CONSTITUTION:Light condensed by a lens 11 of a camera is received by a photodetector 12. When a picture element of each component signal is taken out from the detector 12, the sub-Nyquist sampling and a sampling in a way that a reflected distortion is not overlapped on a video signal before sampling at a frequency region by a deframing control signal 16 inputted from the outside of the camera are applied. Then only the component signal of the picture ele ment selected by the element 12 is quantized by a quantizer 13 and the compo nent signal or a time base multiplex signal 15 of the component signal is outputted from an output signal generating circuit 14. Thus, the sub-Nyquist sampling and the sub-sampling are applied in obtaining a picture element from the detector 22, then the calculation of the thinned-out picture element is not required.
