A fomentation medium containing mugwort powder and a manufacturing method are provided to activate cells, and to discharge waste materials of a human body and poisonous matters. In a manufacturing method, 30-40 weight% of mugwort powder, 30-40 weight% of sawdust, 10-30 weight% of rice bran, 1-10 weight% of green tea powder and 1-10 weight% of charcoal powder are mixed. Water in which a fermenting agent is diluted is added to the mixture to make the percentage of water content reach 25-30 weight%. The fermenting agent is a natural fermenting vegetable ferment liquid. The dilution ratio of ferment liquid : water is 1:24. The fermenting agent is a mixture of sugar and a microorganism. The dilution ratio of sugar and the microorganism is 3:22.
