The vehicle has an inflated balloon (A) filled with gas that is lighter than air and associated with a structure floating on water, and lateral floats (C) provided with hydrofoils and containing a liquid ballast. A bridge (D) connects the floats and forms a sub-surface of a nacelle (B). Flexible photovoltaic sensors (E) partially cover an upper surface of the balloon and the nacelle. Vertical axis wind turbines (F) are placed on the floats.
