In an apparatus for chemically combining natural water with heavy oils such as bunker (A), (B) or (C) oil to produce a substitute oil, there are provided with a steam coil (3), a screw impeller (8) with perforations (8-1) of 1/10 open area of the total impeller surface area, a round aluminum tube spray unit (9) with perforations (9-1) and with as many weight balls (9-2) within the tube, a heat- dissolving unit for catalyst with recrystalizing unit, basic oil supplies (B) and (C), and a purifier (D) for separating the produced oil by means of differential liquid pressures.
