The present invention is to provide a display controller capable of making a user experience to maintain in a normal mode by performing natural screen conversion when the normal mode (non-secure mode or general mode) is converted into a secure mode, a semiconductor integrated circuit device including the same, and an operation method of the display controller. The display controller according to an embodiment of the present invention comprises: a first register set by an open operation system; a second register set by a secure operating system; a first data input unit to read normal data according to set information of the first register; a second data input unit to read secure data according to set information of the second register; and a data processing unit to blend the normal data and the secure data to display the secure data over the normal data and to output the same.
