The user terminal according to a mode of embodiment of the present invention is capable of implementing dual connectivity. The user terminal is provided with: a control unit which implements said dual connectivity using a first base station which establishes an RRC connection with the user terminal, and a second base station which provides additional radio resources; and a transmitting unit which, if a radio link failure has been detected between the user terminal and the first base station, preferentially transmits to the second base station an RRC reestablishment request to reestablish the RRC connection.
