PURPOSE:To provide a ceramic thermal conducting block of superior abutment of packings without causing any damage in corrugated plates by a method wherein ceramic solids are filled into recessed portions in the corrugated plates of the thermal conducting block. CONSTITUTION:When a corrugated ceramic thermal conducting element 10 is manufactured, a ceramic solid 13 is filled into concave portions between a corrugated plate 11 and a flat plate 12 placed over the thermal conducting element 10 and then baked. With this arrangement, the corrugated plate 11 is protected against a soot blowing impact force generated when the soot is blown. With this arrangement, a concentration of fastening force for the ceramic paper end can be eliminated and a damage or breakage of the ceramic paper end with the same fastening force can be eliminated.
