PURPOSE:To perform high-responsiveness, high-accuracy in regulation control by providing a mode selection switch for switching process regulation control and operation process control over a plant. CONSTITUTION:The mode selection switch for switching control at the time of process regulation and control at the time of normal operation is provided outside a process computer 4. The computer 4 and a plant controller 9 inputs the state of the switch 20. When an operation mode is specified with the switch 20, the computer 4 performs touch panel information processing, man-machine information processing, plant information input/output processing, screen editing processing, and CRT display output processing. When the regulation mode is specified with the switch 20, the computer 4 performs screen display processing for regulation and sends a command generated on a touch panel to a controller 9. The processing of the computer 4 regarding the regulation control and information transmission to a field control 9 are carried out preferentially.
