PURPOSE:To eliminate the rest time of a device to enable continuous wind-up operation, by rotating a wind-up shaft to have its peripheral speed which is substantially equal to the peripheral speed of both drive rollers on rotation. CONSTITUTION:A wind-up shaft 32 is introduced into between both wind-up drive rollers 26, 28 from an inclined chute 34 arranged above the drive rollers 26, 28. Since the wind-up shaft 32 has its peripheral speed equal to that of both drive rollers 26, 28 when it is introduced, the rotational relative speed between the contact parts of the wind-up shaft 32 and both rollers 26, 28 becomes zero when the wind-up shaft 32 makes at first contact with both rollers 26, 28 after introduction. Accordingly, the wind-up haft 32 is prevented from being thrown away by the torque of both rollers 26, 28, and therefore, smoothly brought to a predetermined support position. Thereafter, the wind-up shaft 32 is continued to rotate by application of torque from both rollers 26, 28 due to the engagement between the peripheral surfaces of both rollers 26, 28 and the peripheral surface of the wind-up shaft 32.
