PURPOSE:To prevent the occurrence of steam caused by heating by providing a plurality of reversible type ventilators on a deck and connecting to them ventilation ducts reaching the inside of a chip layer in a hold and air-curtain ducts at the perimeter of a hatch opening and providing a ventilation-changeover damper for these two kinds of ducts. CONSTITUTION:While at sea, air is supplied to the inside of a chip layer by ventilators 4 and the chip layer is cooled through the forced exhaust by other ventilators 4 of air having passed through the chip layer, thus preventing the occurrence of steam out of the chip layer. Secondarily, the water of the chip layer is diminished by this ventilation. And the ventilation of the chip layer is uniformed much more by changing a ventilating direction at every given time and the occurrence of steam out of the chip layer is made to be diminished effectively and in a short time. By forming an air-curtain at the opening part of a hatch 8 at a time of stevedoring, and when, for example, total air-supply operation or exhaust operation or divided air-supply and exhaust operation is done, the passing portion of steam out of the hatch opening part is narrowed or hindered, and the inside of a hold is ventilated and each visibility is secured.
