PURPOSE:To check the defective winding of an insulating tape positively even in a high-speed line by discriminating the exposure of a bare conductor by using a color discriminating means discriminating the difference of the color of the bare conductor and the color of the insulating tape. CONSTITUTION:Bare conductors 2 and photoelectric sections 16 as color discriminating means discriminating the difference of the colors of first insulating tapes 3 and second insulating tapes 5 are mounted near each first taping head 10. When the winding of the first insulating tape 3 and the second insulating tape 5 is disordered-for example, the first insulating tape 3 and the second insulating tape 5 are superposed and the bare conductor 2 is exposed, the photoelectric section 16 discriminates the difference of the colors of the bare conductor 2 and the first and second insulating tapes 3, 5 when a spot 17 collides with the exposed clearance 18 of the bare conductor 2, and a photoelectric switch is operated and a tape winding line is stopped. Even when creases are generated in the first and second insulating tapes 3, 5, the tape winding line is stopped.
