PURPOSE:To hold fuel consumption at an excellent state and to prevent the occurrence of engine stall, by providing a feedback control means, which converges the number of revolutions of an engine to a target value, and a feedback control regulating means which stops feedback control at a specified time. CONSTITUTION:A feedback control means 21 outputs a control signal, responding to a deviation between the actual number of revolutions of an engine and the target number of revolutions during idle running of an engine, to a number of revolutions regulating means 6 to converge the number of revolutions of an engine to a target value. A feedback control regulating means 22 is provided for stopping feedback control by the control means 21 when a car speed exceeds a given value or an engine is brought into a disengaged state. This constitution holds fuel consumption in an excellent state in a way that the number of revolutions of an engine during the stop of a car in a range for running is controlled to a proper value, and enables prevention of the occurrence of engine stall when a vehicle is brought into a stop state again after the vehicle is forced into a running state.
