PURPOSE:To attain the effective use of an output line by providing a mean throughput control circuit and a maximum throughput control circuit to a transmission right control circuit so as to control the transmission request of an input line section. CONSTITUTION:A throughput control circuit 1 is provided between plural input sources and an output line, and the mean throughput control circuit 11 and the maximum throughput control circuit 12 connected in parallel with the transmission right control circuit 10 in the throughput control circuit 1 are provided via a transmission request line to plural input sources. In inhibiting the reception of a transmission request, the mean throughput control circuit 11 sends an activating signal to the maximum throughput control circuit 12 to activate the throughput control circuit. Thus, the throughput control at each input source is attained, the monopoly of the output line by a specific input source is prevented and the throughput at predetermined input source is offered by a prescribed quality.
