PURPOSE:To attain the reduction of a noise in a moving image component by means of a simplified constitution, by obtaining a still picture component, and the moving image component through a frame memory, an adder, and a subtractor, etc., and synthesizing the moving image component via a two-dimensional LPF, and the still picture component. CONSTITUTION:A frame picture signal inputted from a terminal A, and the frame picture signal just before, stored in a frame memory 11, are processed at a subtractor 12, and a 1/2 multiplier 14, etc., and the still picture whose correlative noise component is reduced by half, is generated. Similarly, the random noise of the moving image through a subtractor 13, and a 1/2 multiplier 15, is eliminated at a two-dimensional LPF18. And those still picture component, and the moving image component from which the noises are eliminated, are synthesized at an adder 17, and the noise of the moving image component can be also reduced by a simplified constitution in which no complicated motion detection is required.
