PURPOSE:To easily adjust the full-close position of the opening degree of a throttle valve without using other drive means or a mechanical blind lid, by driving an actuator so that a bypass passage is fully closed when a test signal is inputted. CONSTITUTION:When a test signal is inputted to a control unit, a microcomputer 93 set the control opening degree of the valve 41 of a bypass passage 6 to a full-close state. A stepping motor 4 is driven to drive the valve 41 so as to reach the full-close position. When there is no test input, the number of idling rotations are controlled. The stepping motor 4 is initialized to the full- close or full-open position when a power source is closed and, thereafter, the opening degree of the stepping motor 4 is stored in the memory of the microcomputer 93.
