PURPOSE:To improve a sealing quality, by forming one part of a casing in the contact part into a sealing member, which can longitudinally move against the peripheral surface of a rotor having air-tightness, and enabling variable position adjustment of the sealing member to be performed. CONSTITUTION:A rotor 14 is eccentrically arranged so that its peripheral surface comes into slide contact with an internal peripheral surface 12 in a contact part 16. One part of a casing 10, positioned in the contact part 16, is constituted of a sealing member 2 which is able to longitudinally move for the peripheral surface of the rotor 14 further with air-tightness. And a position adjusting means P, which variably adjusts a position of the sealing member 2, is provided. Accordingly, the air-tightness between high and low pressure sides can be held always to a fixed characteristic or more.
