PURPOSE:To attain in a minimum time a prescribed positioning between the rotary phase of a video floppy and a VSYNC, by outputting a reset pulse from a vertical synchronizing signal initializing means to initialize a vertical synchronizing signal generating means, when a time relation between the delay signal of a delay means and a gate pulse is not within a prescribed range. CONSTITUTION:A prescribed relation between a delay PG signal (b) and a VSYNC (d) is always monitored. When the prescribed relation is not kept, an operation to reset the VSYNC (d) at a time when the fact is detected, and to confirm the prescribed relation at the next V cycle, is always performed. Therefore, it is not necessary to reset the VSYNC (d) at the time when a phase in pulled in (the time when the rotation of a video floppy 1 is stabilized), and a loss time from the pull-in of the phase to the resetting of the VSYNC (d) can be eliminated, and it is possible to generate a state to perform the recording of a signal on the video floppy 1.
