PURPOSE:To make constant of the thickness of powder by arranging a command device for controlling powder charging quantity and a powder charging adjusting device by receiving detecting signal from a detecting device. CONSTITUTION:Main control command device 11 finds the thickness of powder, based on a powder level measured by a powder level meter 10 and a molten steel level measured by a molten steel level meter 6. And a control signal is given to a driving unit 13 of charging motors 16, 17 for powder charging device 14, as compared with the aimed value beforehand set. At the same time, by a measuring instrument 18 fitted on a powder carrying pipe 15 at the finishing stage, the actual powder carrying quantity is measured and controlled variable of the powder charging quantity is corrected by sub-control command device 12. In this way, accuracy of control for the powder thickness is improved.
