PURPOSE:To efficiently perform neutralization treatment, by providing not only the pH meter arranged to a waste water supply part to a neutralization tank but also an injection pipe receiving the supply of an acid or alkali necessary for neutralization on the basis of the detection value of the pH meter and a stirring blade. CONSTITUTION:The pH value of waste water is measured by the first pH meter 13 arranged to a waste water supply part 12 and an acid or alkali necessary for neutralization is supplied to a neutralization tank 7 from injection pipes 14, 15 on the basis of the detection value of the pH meter 13. The waste water stirred by a stirring blade 16 and having completed neutralization exceeds an overflow means 10 to flow in a monitor tank 11. The neutralization state of the waste water is again confirmed by the second pH meter 24 arranged in this side of the partitioned storage part 23 provided in the side of the discharge port 22 of the monitor tank 11. When neutralization is imperfect, a change-over valve 31 is changed over to the return pipeline 30 to a waste water storage tank 1 and waste water is returned to the waste water storage tank 1 and recirculated to the neutralization tank 7 to perform perfect neutralization.
