PURPOSE:To prevent relaxation of a fastening bolt under steady operation as well as the leakage of steam upon start of turbine by providing a regulation valve which functions while following after the outer wall temperature of cabin in a bolt cooling mechanism. CONSTITUTION:In a steam turbine cabin 1 associated with a bolt cooling mechanism 2, a thermometer 11 is provided on the outer wall section of cabin at the bolt cooling section while a control valve 12 which can regulate the quantity of cooling steam is provided in the bolt cooling mechanism 2. Furthermore, a temperature decision unit 13 for deciding the temperature measured by means of the thermometer 11 and providing a signal to the control valve 12 is provided. The control valve 12 is closed when the outer wall temperature of cabin is lower than a predetermined level while opened when it is higher than the predetermined level. Consequently, when a turbine is started, the temperature difference between the inner and outer walls at the horizontal flange section of cabin is relaxed to prevent the leakage of steam while a fastening bolt is cooled to prevent relaxation under steady operation.
