PURPOSE:To improve the operability of a brake pedal by fitting a shut-off means to a hydraulic circuit from a master cylinder to a wheel cylinder. CONSTITUTION:A shut-off means M1 shuts off a hydraulic circuit continuous from a master cylinder to a wheel cylinder according to an instruction from the outside. On the other hand, a judgement means M5 makes judgement as to whether a continuous stop condition still exists with time exceeding a predetermined limit to a stop condition due to the operation of a brake pedal. When the existence of the continuous stop condition has been affirmed, an instruction for shutting off the hydraulic circuit is outputted.
