PURPOSE:To shorten the picture transmission time by calculating the preparation time of a receiver in a transmitter and calculating the number of transmitted codes and transmitting a recording start instruction based on calculated results. CONSTITUTION:A transmission control part 4 of a transmission controller 3 not only transmits compressed codes stored in the transmission buffer memory 6 of a transmitter 3 to a reception controller 7 but also monitors the timer of a calculating part 5. The control part 4 judges the preparation of a picture recorder 9 completed when the timer of the calculating part 5 indicates the recording preparation time, and recording is started when the number of transmitted codes exceeds a specified value. The transmission control part 4 transmits the recording start instruction to the reception controller 7, and a restoring device 8 reads out compressed codes 16 stored in a transmission buffer memory 13 and decodes them to obtain a picture signal 17. This signal 17 is sent to the picture recorder 9 to obtain a recorded picture. Thus, the transmission time is shortened.
