PURPOSE:To reduce the number of moving parts and make the occurrence of trouble reducible, by scooping up a cable drum center shaft with a bolt-on type inclined screw jack, and performing cable winding or supplying. CONSTITUTION:Making a roller 6 and a base 7 a criterion, a centroid by size of a working drum is described, and with the tilt angle equalized with this centroid as a criterion, a screw jack 1 is attached to the base 7, and a sling center shaft 21 of a cable drum C is supported on a V-shaped bearing 3 having an angular differential of 30 deg. with the base 7. And, when the cable drum C is scooped up by weight-lift operation of the screw jack 1, a flange part of the cable drum C runs onto the roller 6 whereby it is automatically stuck thereto with pressure, rotated and driven by a motor 13, and it is made breakable by a powder brake 14. Thus, rotational control over the cable drum is performable at will by the screw jack alone, and transfer of a line comes easy and, what is more, trouble happening is sharply reducible, besides less in moving parts.
