PURPOSE:To simultaneously register heading information and picture information in one registering operation by extracting only the heading area of the picture area, editing and registering in the area of the information code of a heading information code. CONSTITUTION:In an input telegraphic message 5 registered by an information code number 1, the heading area 40 is designated in the first page of the paper and the heading such as the title of the telegraphic message 5 is posted herein. This telegraphic message 5 becomes the data of the picture information in a picture information reading circuit 3 and passage through a heading extracting circuit 1, and then, only the picture information in the heading part is extracted and delivered to a heading editing circuit 2. At this time, the picture information is directly stored in the picture information storing area of the designated information code number 1 of the information file 4. The heading information delivered to the heading editing circuit 2 is edited again with the respective already registered heading information and stored in the heading picture information storing area 40. According to these operations, the heading picture information and the picture information are completely registered in the information file 4.
