PURPOSE:To eliminate the need for separate installation of a starting boiler by supplying the steam for which the heat generated by an org. solid content is utilized to an evaporating device in the state of stating. CONSTITUTION:After an org. material-contg. aq. soln. is subjected to a biological treatment, the soln. is separated mainly to the org. solid and aq. soln. The org. solid is subjected to an incineration treatment and the aq. soln. is thickened by a self-vapor recompression type evaporating device. The heat generated at the time of incinerating the above-mentioned org. solid is used as a heat source for heating to start the above-mentioned self-vapor recompression type evaporating device. As a result, the need for installing the boiler to generate the steam by freshly using fuel in the stage of starting is eliminated.
