PURPOSE:To sufficiently reduce the influence of a tension variation from a reel by increasing or decreasing the number of storage values to be handled in alteration preserving means and memory output value forming means in response to the rotating period of the reel. CONSTITUTION:The following calculation is performed in a calculator 5 of a compensator 4. Rotating error detecting means outputs rotary error in response to a detection signal from a speed detector 3, and memory output value forming means forms a memory output value by using the memory value of a memory 6. Alternation preserving means calculates to combine the rotary error and the memory output value, and sequentially updates to preserve the memory value of the memory 6 by the updated value. The number of the memory values to be handled by the alteration preserving means and the memory output forming means is increased or decreased in response to the rotary period of a reel 11.
