PURPOSE:To improve the initial running-in between a housing and a rotary sleeve by forming a hard layer on either of the inner peripheral face of said housing or the outer peripheral face of said rotary sleeve while forming a resin layer consisting of a hard under layer and a soft top layer on the other. CONSTITUTION:A hard Cr plating is given to the inner peripheral face of a center housing 2 forming a hard layer 13. A hard resin layer 14 of a fluorocarbon resin and a soft resin layer 15 on top of the resin layer 14 are laminated on the outer peripheral face of the rotary sleeve 4. Thereby, the initial fitness between the hard layers formed on the sliding faces of the housing and the rotary sleeve can be improved.
