PURPOSE:To eliminate the error based upon the transmission delay of a supervisory signal and a control signal and to execute a correct control by executing a prescribed control action to controlled equipment during the set continuous time from when the control signal arrives at the controller at a terminal side from the controller at a center side. CONSTITUTION:In a console panel 1, a switch is operated, a control make time T is set, a control contact is turned on and starting is executed. The time T is counted beforehand based upon the change part and a target value per unit time of a control adjusting quantity in controlled equipment 5. In a controller 2a, a transmission logical converting part 23 receives the time T and starting through interface parts 22 and 21, and sends the control on and the time T through a line connecting part 24 and a transmission part 3 to a controlled equipment 4a as a control signal ssl. The controlled equipment 4a receives the ssl, a receiving logical converting part 42 removes the information of the control on and the time T and sends it through interface parts 43 and 44 to an auxiliary control circuit 6. The auxiliary control circuit 6 receives this, executes the control on to the controlled equipment 5 and thereafter, executes a control off when the time T passes. At such a time, a control adjusting quanity comes to be a target value.
