PURPOSE:To lengthen the span of life for the whole system, by making the change-over intervals of respective pole change motors the longest, and by averaging the change-over frequency of the respective pole change motors. CONSTITUTION:When the output of a load level detector 10 is set to be the combination of (H, L) for pole change motors 8a, 8b, then command is controlled to be transmitted to a switchgear so that change-over intervals may be made the longest by a selection circuit 14. When the output of the level detector 10 is set to be the combination of (H, H), (L, L), then the same command as conventional one is transmitted to the switchgear. The respective pole change motors are worked to be alternately seitched from one side of a low speed and a high speed to the other side based on the count value of input signal according to the operation speed of the respective pole change motors, and the change-over intervals of the respective pole change motors are made longest.
