A vane cell pump (10) is proposed, which simultaneously works as a vent valve at standstill or low speed of the rotor (16). To this end, the radial displaceability of vanes (26, 28, 30, 32) arranged in slots (18, 20, 22, 24) is delayed by e.g. mechanical auxiliary means such as by spring elements (48, 64). As a result of this, a gap is formed between the vanes (26, 28, 30, 32) and the housing inner wall (14) of the vane cell pump (10), by which a continuous connection between working inlet and outlet (34, 36) is made. <IMAGE>
