PURPOSE:To improve responsiveness of control to an transient alteration in operation condition around a condenser by applying an opening signal of a turbine by-pass valve as a priority signal for a pump discharge adjustment when a cooling water flow of the condenser is controlled by the use of a variable displacement pump. CONSTITUTION:In a thermal power plant, high-pressure steam generated in a steam generator 1 is sequentially passed through a high pressure turbine 3, a reheat part of the steam generator 1, an intermediate turbine 4 and a low pressure turbine 5 to be discharged to a condenser 6. And excess steam is discharged to the condenser 6 through turbine by-pass valves 7a and 7b when a plant load need be lowered abruptly and a high pressure inlet valve 2 is abruptly contracted. In this case, when said operation condition is altered, an opening signal of the turbine by-pass valve 7a is input in a pump control device 12 prior to a normal control signal 11, and a variable displacement pump 13 is controlled in order to precedently increase a cooling water flow before operation condition value of the condenser 6 is altered.
