PURPOSE:To enable direct-reading of overlapping coefficient of insulating paper, by using a overlapping-coefficient measuring scale provided with for example, equally- divided 10 divisions of a dimension equal to a width of insulating paper of a sheet of insulating paper constituting an insulating body of an OF cable on a surface of a member of, for instance, a steel tape, etc. CONSTITUTION:A surface of a tape-shaped member 2 of for instance, a steel tape, etc. is attached with a scale 3 graduated into, for instance, 10 equal increments a length equal to a length l0 of a width of sheets of insulating paper 1a, 1b which constitutes an insulating body of an OF cable. Divisions 3a, 3b on both ends are given with a numeral 50 and 3c at the center with 100 respectively. An overlapping coefficient measuring scale 4 of insulating paper sheet is brought to contact with the top of a specimen insulating paper sheet 1a located above in such a way that the joint interference the winding direction of the sheet through an angle of 90 deg. and the position of the center division 3c of the scale 4 is made to coincide with the RH extreme end position of the sheet 1a on the top. Under this condition, the coinciding point of the RH extreme end position of the specimen insulating paper sheet 1b on the bottom with a division of the overlapping coefficient measuring scale 4 is investigated.
