PURPOSE:To exactly obtain the ground having a desired strength by a method in which a fluid is jetted from an inner tube inserted into an outer tube to agitate the ground and discharged through a soil-flah tube to the ground's surface, and the soil is improved to a hardening soil and again returned to the site. CONSTITUTION:An inner tube 2 through which a fluid is jetted from a jet nozzle 3 provided on its tip for agitating the ground is set in the central part of an outer tube 1 and a motor M1 to turn the inner tube 2 is provided. A soil-flash pipe 7 through which soil is discharged along the tube 2 to the ground's surface and a soil sending pipe 16 through which improved hardening soil is again returned to the site are provided in the tube 1. The soil is stored through the pipe 7 into a storage tank 8 by a pump P1 by removing unnecessary portion of the soil and again sent into the ground through a pipe 15 and the pipe 16 by a pump P2 while mixing it with a given component in a mixing tank. The mixing condition of the soil can be visually confirmed and the mixing ratios can also be freely adjusted.
