PURPOSE:To suppress the diffusion of NH3-gas, by performing primary fermentation in a state divided into two stages of low temp. and high temp. fermentation processes and successively performing secondary fermentation. CONSTITUTION:The cake 6 obtained by dehydrating excessive sludge, which is generated in a biological treatment process 3, in a dehydration process 7 is thrown in an aerobic fermentation tank along with excretion. Thereafter, a primary fermentation process 7 is performed in the aerobic fermentation tank in a state divided into two stages of low temp. fermentation (fermentation temp.; 40-50 deg.C) and high temp. fermentation (fermentation temp., 60 deg.C or more). Subsequently, a secondary fermentation process 8 is performed to obtain compost. By this method, fermentation speed can be increase and the number of fermentation days can be shortened.
