PURPOSE:To improve the starting performance under low temperature by arranging a cancel link between a floating lever and a control rack while forming a rack limiter spring from a temperature-sensitive operating member. CONSTITUTION:A cancel link 21 having a cancel spring is arranged between a floating lever 15 and a control rack 4. The spring of rack limiter 28 is formed from a shape memory alloy so as to reduce the setting force of spring under low temperature. Since the quantity of fuel can be increased when the engine is started under low temperature, the starting performance can be improved.
