PURPOSE:To attain the improvement of the operability of an IC card by providing a sticking means for sticking an IC card, an adhesion detecting means, and a switching means, on a specific area on the surface of an external form of an IC card reader/writer. CONSTITUTION:A magnetic material 8 is embedded in a condensing lens 10 of a terminal equipment, whether an IC has been stuck or not is detected by a detecting circuit by a variation of an electrostatic capacity, and a signal from a photodetecting part 12 is set to a receivable state, and also, magnetic force of an electromagnet 28 is strengthened by a magnetic control device 13, so that a card is not peeled off by an operation of a key input device 3. Information from the input device 3 is brought to electro-optical transducing and outputted from an optical signal output device 6, made to transmit through the condensing lens 10, inputted to the photodetecting part 12 and transmitted to the terminal equipment. Also, an optical signal from a light emitting part 11 is inputted to an optical signal input device 5 through the lens 10 and a transparent substrate 7, and information to the IC card can be transmitted. When it is ended to use the card, the magnetic force of the magnet 28 is weakened by the control device 13, so that the card is peeled off easily.
