PURPOSE:To pull a wire in the same direction regardless of the direction of a mooring chain by guiding the wire connected to the end of the chain with a sheave and locking and fixing the chain with a locking member. CONSTITUTION:A wire 18 is wound around a winch on a deck of a marine structure floating on the sea surface. The wire 18 is connected to a chain 16 via a sheave 10 provided on a frame 4 fixed at the lower end of the marine structure. The sheave 10 and a chain cover 8 are made rotatable by a shaft 6 supported by a frame 4, and a chain guide member 12 is provided at the lower section of the cover 8. A locking member 14 is provided between the cover 8 and the guide member, the chain 16 is locked and fixed, and its lower end is connected to an anchor on the sea bottom. According to this constitution, the wire can be operated by the winch in the same direction regardless of the direction of the chain, also the chain is not required to be hoisted onto the deck, and the device can be made small-sized.
