PURPOSE:To execute the energy saving and the high speed by permitting that a reading object exists on an input screen only when a detecting rod detecting part to detect a certain constant shape vertical rod detects a vertical rod in the input image stored into an image memory and executing the reading action. CONSTITUTION:A vertical rod detecting part 11, when a vertical rod exists in an input image stored into an image memory 8, is the circuit to detect it. As the vertical rod, it is simplest to detect a basic vertical rod S and a long vertical rod T may be detected. A counter 12 counts the number of times to detect the vertical rod, and when the number of times of detecting the vertical rod comes to be a number L0 or above specified beforehand, the counter outputs a starting command '0' to a reading circuit 9. The reading circuit 9 executes the reading action only when the starting command receives '0', and when the starting command '0' is not inputted, the reading circuit 9 is not operated. The number L of the vertical rod is L0 or above, the character or the bar code or the reading action of both is executed.
