An optical waveguide lens comprises a layer of waveguide material 3 on a substrate 2 of lower refractive index, the layer 3 having within it a multiplicity of discrete regions 1 possessing a higher refractive index and disposed in a circularly symmetric pattern having a packing density which is highest at the centre and decreases away from the centre.
