PURPOSE:To realize high efficiency operation by adjusting a pre-rotation generating device when adjusting shaft input and adjusting the opening degree of a guide bane on the basis of the whole head and the pre-rotation quantity. CONSTITUTION:An adder/subtractor 8 inputs a target shaft input P0 and a shaft input P of a generating motor 7 and transmits differential input DELTAP and controls, from this, the pre-rotation quantity XS of a pre-rotation generating device 5. The opening degree of a guide bane is controlled by the whole head signal HX of the whole head detector 10 and the pre-rotation quantity XS through a guide bane serbo 12. For this reason, the shaft input can be adjusted while maintaining high efficiency at the time of pumping operation.
