PURPOSE:To confirm a loading by a visual observation by exposing a part of the IC card from an above-mentioned device main body to an external part when the IC card is inserted and suppressing an inserting distance to the minimum limit, in an IC card reader writer device. CONSTITUTION:An IC card is inserted from a card inserting point 11 into an IC card reader writer device 2 and mounted on a card receiving surface 12A of a pan 12. The contact of the IC card, at such a time, is located in an IC card reader writer device main body. Thus, an operator recognizes that the IC card is set. Next, by the manual operation, a handle knob 15 is rotated in the clock-wise direction, and then, a shaft 16 fitted to the handle knob 15 is rotated and a shaft 20 is rotated through a pulley 17, a belt 24 and a pulley 21. Thus, eccentric cams 18 and 22 are rotated, card holding fittings 25 are pressed down, a card is fixed and a contact part 26 is contacted with the contact of the card.
